Sometimes my dell laptop comes not responeding with 100% cpu usage .
How can i make it restart safely ??

Just press the power button. it's there for a reason.

Proof? I do that all the time and my PC is still in great shape.

Shutting down via the physical power button is less likely to harm the hardware and is more damaging to the operating system and other software.

If the system is locked up, you don't have much of a choice. Doing this on rare occasions is acceptable, when necessary. Just don't make a habit out of it.
