How to override the administrative password on Dell Inspirion

My Dell Inspirion main directory stopped working. Windows and none of the apps will load under the main account. When I go to the other directory/account on the same computer it will load but it won't allow me to change or add an another administrator, so I can do a system restore. Dell's only recommendation is to install a new hard drive (of course) which is defeating the purpose of being able to save all the files on the original directory that won't open.
