How to properly fit 1080p video down to a 640x640 resolution?

I'm having trouble downsizing a video that was supposed to be my draft for the proyect. I copy pasted the draft's media to a new proyect with instagram settings (resolution, fram rate, etc.) but when I wanted to amplify the height to make it seem square rather than the standard box window it wouldn't go higher than it's set.

I've tried videos and reading and basically I came to ask for assitance with this problem, it would really mean a lot to me

What editing software are you using? That will help with determining the proper settings.
