How to repair file explorer that does not open?

I have Dell wind 10 32 bit. My file explore refuses to open. I have tried the personalization option but mine is set to 100% and not 175%. I have tried resetting via the cmd prompt, but still nothing. I have tried clearing the explore history and changing from quick access to this pc but still nothing ... I have been trying for 2 days now with no luck.
Can anyone assist please ???

Yes i have restarted after every optionthat i tried

Try creating a new user profile and see if that helps. You might have to move all of your files over to another Admin Account.
