how to restart laptop no ctrl alt del

I have an acer Spin1 and it is stuck on a screen that says “Restarting” after my latop was glitching out so I pressed ctrl, alt, del and put it to restart and that happened, even when I turn it off then back on, it still says it, help?

If it states "restarting" you did not fully turn it off. Hold in the power button for about 20 seconds, it should power down. Turn it back on. Note exactly when it stops booting when it does, after the BIOS when it starts to load Windows?

disconnect power supply, remove the laptop battery, press power until no more power …
slip battery back in,, power up. does it power normally ?
