Open the WiFi connection options, look for the hotspot and connect to it same as any other WiFi network. Or are you asking how to setup the laptop to be used as a hotspot? For that, turn on internet connection sharing on the wireless card.

Hi, I would like to share that Go to Tab Settings (System settings) > System (All settings) > Wireless & Networks > More > Personal hotspot. Tap Hotspot settings to set up the network SSID, security, and password. To use the hotspot, choose the same network SSID from another mobile device or PC and enter the password.
