How to switch on dell d600

Hello,
my dell d600 when i press the on button the three lights come on then they all go out except the middle one marked with an a it contiues to flash then after a short time it will go off the fan never starts and the screen is blank it will not go beyond the on button stage

If they do not work, let us know, as it would then seem like it is a hardware related issue.
