How to turn on laptop

Bought a Toshiba satellite laptop. But the problem is that I can't turn on. Wondering reasons why I won't turn on.?

Is it a brand new one?
Atleast try this:
Take the battery out, disconnected it from the power adapter, hold down the power button for 30 seconds and then place the battery back in and the power adapter and try turning it on.
