Of course, just format it or delete the partition. Unless the hard drive is not working at all.
If you know your password, but it's not working, you can't do anything else without a saved backup key.

If the drive is corrupt (as in damaged or something is wrong with the file structure), encryption will not work properly and you either need to get files from a backup or bring the drive to a data recovery place, which would have issues since it's encrypted and makes is a lot harder to recover data.
