Attaching a tutorial on how to connect your tablet to a wifi network. If your phone can, simply enable a wifi hotspot - that will allow you to share your connection.

Unless you subscribe to your Cellular Providers Tethering plan I'm afraid there is no legal way to do this. But if you do have the tethering plan as @Jpishgar stated enable the hotspot on your phone, then connect to the hotspot using the WiFi interface of your tablet.
