HP laptop won't load windows 7

my laptop during start up is trying to load windows 7 but fails at 35%. when it shuts down and restarts the process starts all over again.. how do i get it to the point that I can cancel the download?

Cancel what download? Are you trying to download Windows 7 from a website?

Please explain more clearly.
