Hp laptop won't start up in first attempt

It takes me to remove the batteries, hold the power button to get rid of static electricity and then when i try, it works, But I have to repeat the procedure everytime i start my laptop..........Please suggest me what could be the issue. \\Any help from the community will be appreciated.
