Hp Mini 110 - I cant install windows...

The last night my windows has crashed in my laptop, im tryed to install Windows 7 and Windows Vista but i cant coz there says:

BOOTMGR is missing
press ctrl alt del to restart...

Im go on bios and i set 1st boot USB of DvD Room external... BUT IS NOT WORKING !!!
I press F9 to chose boot menu, and im chosing USB DVD External but again is not working...

Isn't shown me: PRESS ANY KEY TO CONTNUE...

Plzz guyss did some one can help me !!!

Are you sure you have a bootable DVD?

yeah u right buddy i think the bootable DVD is not good, i tryed on another pc again is not working...
so i have windows vista on computer and i use EASY BURNER to burn disc
