Question HP Notebook - 15-ba079dx overheating after service and fresh OS

Hi Guys

See specs of laptop below

Hard drive - 1 TB 5400 rpm SATA

So as soon as I boot the laptop it instantly starts to get hot. I have changed the thermopaste and also cleaned out the fan. By the time it reaches the Windows screen the cpu is running at 90C. I have checked the ram and Hard Drive and they seem to be fine.

Even when you just sit on the bios screen the CPU temp still goes very high within 5mins.

The heat sink is fitted correctly and isn't to tight to the CPU

Any suggestions would be greatly appreciated.
