I already contact Thoshiba, the technetion told me to change a IC in motherboard, cost 1500/- is its correct?

No idea. You haven't even said which currency - inr, Rs, USD? You need to work out whether its worth it. If its an old cheap laptop then I would probably think it's better to put the money towards a newer laptop.
