I have Cox high speed internet coming into my house I'm trying to split the cable off so I can run a TV in the garage I tried a regular splitter and it spark when I hook it up

Bad electrical system. The ground of house + garage + cable box should be the same, and they are not.

U don't know how to deal with it, call an electrician.
