I can get the Android guy to come up but can't get the words can anyone help

Is this when you switch on, and does it go no further?

Power it down and hold down the VolumeUp button while pressing the Power button to turn it back on. Keep holding VolumeUp until a menu shows up then use that button to scroll down the list to the last item, named "Wipe Cache. Press the Power button to accept that choice and when it completes, if it doesn't work any better, connect the device to a PC or laptop and try to rescue your personal files - music, pictures, Contacts etc.

When that's done, disconnect and repeat the earlier process, this time stopping at the option Factory Reset. That wipes everything out and starts afresh - hopefully working properly.
