I have an accer laptop and when I turn it on the screen is off but the hard drive is running, again the cpu fan is running and stopping constantly

It may be bad RAM sticks. If you have another laptop with DDR3 SO-DIMMs installed, try taking those out and seeing if they make the screen cut on.
