I have dell 3521 Battery Issue ,

it goes to zero ,I not charged Now it is unable to charge, Option plugged , not charging

Disconnect the power adapter from the wall.
Remove power input.
Remove battery from your laptop, keep the power button pressed for 30 sec and then replace the laptop battery and try booting up.


Are you on Windows 10?
