Question I have old laptop That i want to keep in really good codition

I have my first laptop i really want to keep it working its HP nx7400 Dual core T5500 .I have problem i try to fix my 100% usage on win7 before that it was ok but i update the bios coz. I had bad performance on linux but win 7 was ok but after bios update i tried everything i tried win7,win10,ubuntu 20.24,ubuntu 14,ubuntu 18, Q4OS,Lubuntu16,Xubuntu18,Linux lite,Tiny core base/networking,Puppy linux,and meny MORE .Every os sad 100% cpu usage but win 10 sad 58% always i saw on win 7 cpuinfo that bus speed is low.I was always running my old laptop on one core and temps are ok 50-60. Cpu speed is always 0.97-0.98 (max is 1.67)in idle strest test .If you think i can do something that will help me please say and thanks in advance.

Your issue is the old slow CPU you have, It's from 2009. If it's that way on a base operating system without extra programs you added, just the drivers from HP, nothing you can do. Adding more RAM may help.

Thanks for replay but i think that bios update killed performance bro coz i dig more about bios updates for nx 7400 and there was intel microcode update
and i think best ting is to buy new cpu coz it my first mashine that run xp-win 7 (for every one of you how say what buy new laptop i have a plenty of them and i am a part of linux community and i want to make any laptop/Pc working)
