i have removed my ac adapter but still it is showing that plugged in but not charging

i have dell vostro 1015 I have removed the ac adapter but still on the battery icon it is showing plugged in but not charging.Although when i shut down the laptop and restart it it shows that it is charging but the % of battery charged remains the same and on removing the charger the % of battery charged is increased and it displays plugged in but not charging

Could be bad battery, bad charger or bad charging port. Need to test each to see where the issue is.
