If they wanted to let you use it without getting permission or for free there would not be a password. It would say 'open' instead of 'secure'.

A Hot Spot is a private network created by a phone or tablet user. The only way to gain access is to shout across the room to find out who owns it and ask if you could jump in. The answer will probably be NO! because data is expensive to download on most mobile contracts.

There's also a risk to your own personal data if they are cunning enough to steal it while you're in their network.

Your best bet is to buy a mobile phone and create your own Hot Spot and secure it so no-one can jump in on you.
