I am trying to setup my Westinghouse flat screen 32" to my dish network.

If your TV has HDMI inputs then connect to one of those and select that. If you don't have HDMI the next best option is component video (3 RCA jacks). The composite (yellow) video (1 RCA jack) is the last and worst choice. HDMI is audio and video but the other two require stereo audio cables too.
