I lost my iphone6s and it wasn't backed up how do I get my picture to my new iphone6s

I lost my phone and it wasn't backed up but now have a new phone and want the pictures from the old is that still possible with a iPhone 6s if the old wasn't backed up?

Sorry, but no. If your old photos weren't backed up online, or on a physical drive somewhere else, then they exist only on the phone it was taken on. Since you've lost that phone, the photos can be considered lost as well.
