I phone issue

Im having an issue with my iphone SE, its not full screening videos automatically I have to click an icon on the bottom right that will allow me to go full screen. As well as I can not run videos in safari in the background anymore. I cant seem to figure out what the issue is, I have tried resetting my phone from scratch and this issue persists. Is this just a "Feature" from apple?
