I spilt milk and Windows 10 laptop, then dried it the best I could and It charges but won't turn on. What do I do?
You, or someone, takes it completely apart and cleans out all the dried milk residue.
Then, maybe it will work. Otherwise, something got shorted out and needs to be replaced.

What USAFRet said, or you can remove the battery, and put the laptop in a very dry/warm room/cupboard for a few days/weeks and cross your fingers. Milk residue isn't really very conductive - the moisture in milk itself is.
