i treid my best but couldn't change the system language from arabic to english

i go to the windows updates but no result.
i tried from control panel but no change ?
i m using windows 7 in my TOSHIBA laptop

If the core language used to setup Windows was Arabic, you need to re-install Windows using the English localized version.
