I was restoring my laptop and i stoped it in the middle of restoring. then i have black screen that says missing operating sys

That means windows was not found on the HDD. It could be one of two things. 1) Windows was deleted when the laptop froze. or 2) It was simply an error. If the first is true then you will need to either buy windows again and install it, or you could install linux. It is not compatible with all windows software but you will at least have a functioning laptop again.
