The 4590 gets you 100MHz higher base clock and 300MHz higher peak boost, that's all you get. The 4590 is only worth it if it is within about $10 from the 4460.

I can actually get a 4590 used for cheaper than a 4460 used. Will the 4590 work for 2+ years?

Better than a 4460 would, assuming the 4590 is in good working order.

I'm still using an i5-3470 (few months shy of four years old) and do not think I am going to have any real reason to replace it within the next 2-3 years still.

If you wanted to take the next meaningful step up beyond the i5-4460/4590, that would be the i5-4690k/6600k overclocked or the i7-4790/6700/Xeon 123x v4/v5.
