Depends on the bands it has, not all areas use the same bands. Check your phone model and check some of the service providers in the country you are interested in to see what their specifications are, or call their support.

Yup if it is network unlocked then you can use it on another GSM Band Service provider. What provider are you planning to subscribe with?
