Im trying to use my roommates mobile hotspot he has a metro pcs android smart phone my phone keeps telling me to sign into network on order to get internet what or how do i do it

You need their hotspot name and password to use it. Without that, you can't use it.

Also, you may need to set your phones 'data' to off while trying to access the hotspot.
