In Regard to the System Requirements to update to Win 11

Does anyone have any insights as to why a system running Intel Xeon CPU E3-150M v6, with 64GB RAM, Windows 10 (21H1) x64, GPT formatted SSD with TPM 2.0 enabled would not qualify to be capable of upgrading to Win11?
According to the MS upgrade tool app, it's not good enough.

It was the Windows 11 compatibility checker from MS... as you say, though, it does appear to have been removed...
Yeah, I'll say it didn't work.
As far I've been able to determine from multiple compatibility reportings, the system mentioned should be compatible...?
