There are four different versions of the Inspiron 17 5000 Touch from Dell's website. Don't even bother with the $449 version since the Pentium 3805u and it's integrated graphics core is basically too weak to play Sims 4. The $699 (Windows 8.1 Pro) and the $749 (Windows 7 Pro) are the same except for the operating system. The i5-5200u and the integrated Intel HD 5500 should be okay to play Sims 4 at 1600x900 resolution on low graphic settings, but you might need to lower the resolution to 1366x768. The $999 version has the nVidia GT 840m which should allow you to play the game with high graphic settings at 1920x1080 resolution.
