Feng Shui has nothing to do with "reducing their impact on their environment." Do some more research before stating false claims.

What Feng Shui does is a chinese belief that the chi that flows in the environment is the strongest at certain points and locations. By building a fab at a place with good feng shui, Intel is hoping that the new fab will be built without trouble, function with ease, and ultimately bring intel success.

What in the world does Feng Shui have to do with being "green". Its just an overblown interior design philosophy.

Actually, traditional Feng Shui as a lot to do with impact on the environment and the environments impact on the person. It was used to locate optimal places for building homes, farming, and other such things. It is a lot more than an interior design philosophy. I don't particularly believe in the principals, however I believe what the article is saying was that Intel consulted this person for the optimal placement of the building to take advantage of the environmental factors surrounding the building to reduce costs such as heating and cooling. Plus it's in China and will probably boost the moral of the workers in some way.

I'm guessing its more of a publicity stunt than anything else.
