iOS app restriction problem

When I go to the restrictions tab and select the age limit for apps, the only options are +4, +9, and +12 but there is no +17. Anyone know how to fix this?

What country are your ratings set for?
You can change country regardless of your actual location.
For AUS and USA, I get: 4, 9, 12 and 17.

Yeah my country is US but still shows only 4,9,12
