Iphone 4S wifi calling app needed

Looking for recommendations on a wifi calling app for an iPhone 4S that does not charge a monthly fee. There are many free and low cost ones out there but some help sorting out the good, bad and the ugly would help.

Is one of the requirements that you can call cell phones and landlines? If it is, there is not many you are going to find that don't charge money for the service. Most of the ones that claim "free wifi calling" are referring to calling people who also use the same app. I use Skype, and it's only $30 a year, which is pretty good imo.

I was using Line2 before I switched to Skype. They were $15 a month though.

It worked both in Wifi and Cell modes. Has an answering service (for a price), text messaging for free, voice mail, call screening, toll free numbers. Some could use it for business use too. I was able to transfer my old cell phone number that I had for 10 years when I switch from BlackBerry to iPhone a few years ago.
