Is discussing jailbreaking still prohibited?

The US Copyright office has ruled that jailbreaking an iPhone or other device is no longer a violation of federal copyright law. Is it still prohibited to ask the community questions related to jailbreaking as long as it concerns the act of jailbreaking only- i.e. questions on how to jailbreak a device, but not questions about how to use a jailbroken device to acquire apps for free?

Correct. If you are located in the US, matters concerning jail breaking or rooting in the case of Android based phones is allowed. You are also correct when saying that discussions are still prohibited about acquiring paid apps and such for free, i.e. piracy.
