Is it normal for my laptop gpu to be stuck at max memory speed clock all the time

The gpu is Ati radeon 4250 mobility graphics chip in the RS880M chipset.The gpu according to msi afterburnet gpu z and gpu shark is stuck at 533 memory speed clock and core clock is going nicely idle 203 max 503 is this all fine or the gpu is dieng

Because im suspecting the gpu is dieng when im listening to youtube and open another web page ina browser audio stutter when im scrolling trew browser it gaves me stuttery experience and for 3 seconds and goes smothly .Im wondering is this a gpu issue or hard drive im 99% sure thats a gpu I now that newer cards have their memory clock set down to low frequency than when they game it jump to the sweet spot but im asking this because i dont know about this gpu.Its from 2010 .

Did you overclock your graphics card?
If you don't know what you are doing when overclocking don't do it, it can bring lots of problems.

What are the stock speeds of the memory clock and core clock in GPU-Z?
