If I slide the off/on/pair switch to off, are the headphones truly off or doing something in the background?

They are off, if all the LEDs are off.

Does this mean the memory circuits are still powered despite everything else off, including LEDs?

Well, the device does have a battery...There is likely a very small drain to retain memory settings.
