Is the phone Gone Forever?!!!?!! Help with CRACKED PHONE!! Please

So I found a Samsung Galaxy Note 5 on the road, the front side is fully cracked like no tommorow, Cracks everywhere like someone smashed it with a hammer 1000 times. but the sides, camera, buttons and back dont have a single scratch and are perfect. It had a case on though. I believe that it may have been run over by a car. The charging port is also good. Not only the screen doesnt work but when I plug it into a charger the phone doesn't vibrate. What are my options?

Broken or not, it belongs to someone so take it to the local Police.

A thief may have thrown into the road because it's password protected but the data in there will be important to someone.

You never know - you might get a reward.

alright! I was thinking about taking the sim card out and going to the network to give it to the person myself

That could work if the network provider lets you have the details. Good luck with finding the owner.
