However Java for mobile is not available in a full offline download from java.com as described HERE.

What do you mean by "complete java download"? Are you trying to write java applications on the device? In that case look at AIDE - https/play.google.com/store/apps/details?id=com.aide.ui&hl=en

If you mean a java plugin for your web browser then I think you may be out of luck. (It is easy to enable javascript, but that is something else entirely.)
