As stated above: I was given a cell phone # which was supposed to be the phone number of an attorney. When I called the number, the number is no longer that of the attorney I am trying to reach. Is there any way I can get information on a prior owner of the number so that I can contact this attorney?

Not without a a court sanctioned warrant. Might have an easier time just Googling the attorney's name.
