Is there a way to turn laptop fan off when the computer is starting up?

Hi, I’m kind of in a bind here. My laptop (MSI GE62 6QD) has several issues, one of which was kind of a small issue before, but now it’s preventing me from starting up.

I was planning on getting it to a pro to get it fixed this week, but I can’t start it up anymore.

First off, the left fan is wobbly, and it hardly does its job and is super loud. So when I boot my laptop up, it starts screeching and it kinda just hangs on the splash screen until I on/off the fan button (thank god MSI has this).

And second is the screen. I’m definitely no expert on the matter, but it doesn’t seem like the screen itself has the problem? It used to only happen when I use a different resolution while playing games (I just tab/alt tab to get it to go away), but now it happens when I boot the laptop and to top it off, it now turns the screen black.

Help? I just need to boot it up by turning the fan off so I can get my files before I hand it over.
