"any good" for what? For gaming? No. You can find the "graphics card" (onboard lol, not actually a card) on this hierarchy chart, sort of: the 4200 has around the same performance with slightly worse efficiency, and that level of performance is dismal. http://www.tomshardware.com/reviews/gaming-performance-radeon-geforce,2997-7.html
It'll run normal programs fine.

That should do the job but I would go for an Intel CPU like the i3 personally.

Yeah that GPU is not the best. Try looking at the SONY VAIO VPCEB45FG 15.5" I3 380M 4GB.

I pretty much willuse this for lower end gaming such as minecraft, portal, counter strike and other no so demanding games.

Portal is fairly demanding, and it will require an actual graphics card. HD 3000 is not a graphics card; it's the graphics processor built into the CPU, and it's around the level of the previous "graphics card." Minecraft I don't know about, but you should be fine.
What kind of budget are you looking at?
