isignia vga to hdmi adapter isnt working

I have a hp computer and i hooked up the vga to hdmi adapter to toshiba tv and im not able to project to the tv

I did the same thing as you but what problem is it. Does it not show picture or is it sound. Also what side is the adapter plugging into the tv or computer
