Key board problem

On my Toshiba laptop model Satellite C50-A481 i m can not get the text in capital letters and vice versa by doing shift- F3. kindly guide

Capitol letters is just shift and the letter or Caps Lock to keep it in capitol letters.
Shift F3 is the same as pressing F15 which has no function under windows but it does under specific apps, such as backwards search (f3 is forward search under windows)
