Keyboard problem while opening the window

i have DELL inspiron laptop. when i start it, after opening window, no keys are working at all and touch pad or pointer is nat working also. even i m not able to shut it down through window key. but when while starting window i press function key "F2" and enter into the setup, i can test the system and also system is showing pass. means that time all the keys r working properly and fine.

i have formatted the system 2-4 time but the problem is still unresolved.
could somebody plz help me out in this becoz i m in big problem now...????

Can you get into safe mode on your laptop if so is it doing the same thing in safe mode?
Safe mode can be opened by pressing the F8 key during boot up. or shift and F8.
When I say press-it keep tapping it fairly quick.
Let it load see if it works in safe mode,
