Lagging When Streaming

just checked, I have 6.5 MB upload
hardware: i7 3770k, HD 7870, Z77x-ud3h, 16 gigs of ram
game: CSGO

I get pretty big ping fluctuations (usually ping will be 10 above normal, and fluctuate between that, and 30 above normal) when streaming. is this something that should be totally expected when streaming with this setup, or is something wrong?

i'm streaming with obs at 3000 max bitrate

Any other programs bandwidth hogging? Cloud services like Dropbox maybe? If not, do a speedtest at speedtest.net and get a reading of current speeds. Maybe check firewall isn't blocking streaming to sites.
