Laggy hd play back on laptop on certain browsers

Google chrome and firefox both have issues playing hd playback on either youtube or any website that supports this hd. Internet explorer/ Microsoft edge are the only browsers with no issues. (Sometimes) I tried everything please help.

Reinstall flash player, see if that fixes anything.
