Laptop and cell phone connected to the SAME router but on DIFFERENT network

I can't imagine such a problem could exist but it is happening to me.

1. Both cell phone and laptop are connected to the same router.
2. Laptop IP: 192.168.1.x; gateway IP: 192.168.1.1. Laptop has Internet connection.
3. Cell phone IP: 192.168.0.x. Cell phone has no Internet connection.
4. From the browser on the laptop, I can access (http://) wirelessly 192.168.1.1 but not 192.168.0.1.

How can it be possible that laptop and cell phone are connected to two different networks when they are connected to the SAME router?

I deleted the wifi setup on the cell phone and reconnected to the router using the WPS button or manually entered the password. After connection, same result. The IP address is still 192.168.0.x and no Internet connection. Signal is good and speed is 52 Mb.

Can somebody shed some light on this? Thanks.

Is my router haunted? I'm beginning to think so.

Cell phone: Huawei Y320-C00
Router: Cisco WRT120N
Laptop: Acer running Windows 7 Home Premium
Topology: router -> switch -> DSL modem

Your cell phone looks like it's getting a bad IP, or more likely, has a poor static IP set up. In a default set-up, 192.168.1.x and 192.168.0.x are on different subnets and can't communicate. Make sure the phone is configured to get an IP address via DHCP. If it is, then check your router/switch/modem's settings, whichever one handles DHCP for your network.
